Christ said that anyone who even looks at a woman lustfully has committed adultery. Yes men appreciate the female form, but to be undressing women, who you are not married to, in your mind is sinful and disrespectful to your wife. Hiding behind the mantra that "heterosexual = filthy thinking and lack of self-control" is invalid and ungodly. Thoughts => actions => habits => character =>destiny.

No, not ever. Read the Bible and what it says about a man looking after a woman to lust after her. And, believe me, if he is admiring attractive women, he is feeling some degree of lust. He needs to mend his ways and you don’t have to justify or accept his actions, so don’t let him put that on you.

Looking at a woman and thinking, "wow she is beautiful" is not the same as undressing her with your eyes and thinking about getting naughty.

If he’s doing it so obviously that his wife notices, my bet is he is more than just "admiring" her beauty.

Yes, it is indeed lust. Well, some do truly admire prettiness without thinking anything nasty at all, but the way you worded your question ("admire" in quotation marks?) has me thinking that you’re not exactly talking about one of them.

If the guy can look at the other woman without wanting her at all, then it’s fine. But that is a rarity in today’s world.

I’m lucky that I’ve read Shaunti Feldhahn’s books, and listened to her interviews!
ALL men will see or notice other attractive women (they have eyes.) HOWEVER, a good man who is faithful to his wife will not stare, linger, or hold his gaze for too long. A good husband will quickly avert his eyes, and direct his gaze elsewhere (to avoid tempting thoughts, and out of respect for his wife.) Shaunti said something cute about when she & her husband were out walking together and another attractive woman passed by, Shaunti couldn’t understand why her husband immediately looked upward, and what he found so interesting about the tops of buildings & trees— until he explained it to her later. On the other hand, I had a friend years back whose husband used to stare, and she never let him hear the end of it verbally. It made her feel insecure, and now they are divorced. She was wrong to belittle; he was wrong to stare.
Answer: ALL men will notice (they’re wired that way), but the good ones won’t linger in a prolonged gaze!

It is ok. In actual fact, admiring is not the same as "wanting her". But even in this case, you, as a man in this case, are obviously subject to temptation, if we want to use an old but rather explicative word. Resisting that (not touching, as you put it), not only is NOT a sin, but is a virtue!
