Christ said that anyone who even looks at a woman lustfully has committed adultery. Yes men appreciate the female form, but to be undressing women, who you are not married to, in your mind is sinful and disrespectful to your wife. Hiding behind the mantra that "heterosexual = filthy thinking and lack of self-control" is invalid and ungodly. Thoughts => actions => habits => character =>destiny.

It is the same as lust, but he's a man. It's never o.k., especially if you're standing right there. However, men will be men, and if you try to stop them or give them ultimatums, they'll leave you like dust in the wind.

Why would it be OK? That's like saying, ok, as long as I'm not actually having intercourse or masterbating, it should be fine to just open up this porn magazine and flip through it, right?

No, not ever. Read the Bible and what it says about a man looking after a woman to lust after her. And, believe me, if he is admiring attractive women, he is feeling some degree of lust. He needs to mend his ways and you don't have to justify or accept his actions, so don't let him put that on you.

How is admiring beauty the same as lust?

It IS possible to admire beauty WITHOUT lusting after the thing being admired.

Looking at a woman and thinking, "wow she is beautiful" is not the same as undressing her with your eyes and thinking about getting naughty.

If he's doing it so obviously that his wife notices, my bet is he is more than just "admiring" her beauty.

"He who lusts after a woman has already commited adultery with her in his heart." ~ Jesus

Translation: BAD!

*EDIT*
Yes, it is indeed lust. Well, some do truly admire prettiness without thinking anything nasty at all, but the way you worded your question ("admire" in quotation marks?) has me thinking that you're not exactly talking about one of them.

If the guy can look at the other woman without wanting her at all, then it's fine. But that is a rarity in today's world.

Yes, it is. Even if the mate looks at another with the want, desires and lust for them in their heart they have already committed adultery

Are you people serious? You think a man is totally incapable of telling the difference between a pretty girl and a butt ugly one and making objective comments to that effect?

I know I can look at attractive people without the least thought of having sex with them, why should a man be any different?

29 So let no husband covet another man’s wife, nor look upon any other woman with desire to have with her the relations that he owes exclusively to his wife. Let the proverbial married business executive or office man beware that he does not fall in love with his lady secretary, married or single, and take liberties with her. Jesus said: “You heard that it was said, ‘You must not commit adultery.’ But I say to you that everyone that keeps on looking at a woman so as to have a passion for her has already committed adultery with her in his heart.” (Matt. 5:27, 28, NW) He is already guilty in the sight of God, who reads the heart. Although this is adultery in the man’s heart and although he may not be divorced by his wife on this ground, covetousness toward someone other than one’s marriage mate, if not blocked, leads to physical adultery.

Drooling?
Until the saliva dripping on the ground?
Sure.
Why not?
Look in the real world.
Decode this lyrics " You' ll see "
"Wonderful world"
"No milk today"
Then the baby-sitter know it's milking time?
To keep the little baby from making tantrums in time?
If not the baby keep on crying " Gimme, gimme, gimme"
The feeding bottle?
Then start crawling out of the pen?
When mom is not looking?
Luke 21.30-36
Luke 9.25,55-56,60
Luke 24.44-45,47-48
What do you think?

I'm lucky that I've read Shaunti Feldhahn's books, and listened to her interviews! :)
ALL men will see or notice other attractive women (they have eyes.) HOWEVER, a good man who is faithful to his wife will not stare, linger, or hold his gaze for too long. A good husband will quickly avert his eyes, and direct his gaze elsewhere (to avoid tempting thoughts, and out of respect for his wife.) Shaunti said something cute about when she & her husband were out walking together and another attractive woman passed by, Shaunti couldn't understand why her husband immediately looked upward, and what he found so interesting about the tops of buildings & trees--- until he explained it to her later. On the other hand, I had a friend years back whose husband used to stare, and she never let him hear the end of it verbally. It made her feel insecure, and now they are divorced. She was wrong to belittle; he was wrong to stare.
Answer: ALL men will notice (they're wired that way), but the good ones won't linger in a prolonged gaze!

It is ok. In actual fact, admiring is not the same as "wanting her". But even in this case, you, as a man in this case, are obviously subject to temptation, if we want to use an old but rather explicative word. Resisting that (not touching, as you put it), not only is NOT a sin, but is a virtue!
